Great coworker, friend, and man. Always had the time to stop and say hello where ever you saw him. Whenever we ran into each other it was "Order up!" from In living Color. Lots of laughs and will be missed. Prayers to the family. Dougie

I met Phil during a TDY project in El Paso, Texas. Upon our return, he bought my motorcycle from me when I decided to upgrade to a larger model. I later worked with him on several projects at Aberdeen Proving Ground. He was always a pleasure to work with! My sincerest condolences to Phil’s family and friends. May he Rest In Peace❤️
